The ruling on passing the Miqat without Ihram
Question:

What is the ruling on whoever passes the Miqat without assuming Ihram and intended Hajj or Umrah ?
Answer:

Whoever passes the Miqat for Hajj or Umrah and he has not assumed Ihram, it is obligatory upon him to return and assume Ihram for Hajj and Umrah from the Miqat. This is because the Messenger of Allah Sallallahu alaihi wasallam ordered that. He Sallallahu alaihi wasallam said: The people of Al-Madinah assume Ihram from Thul-Hulayfah, the people of Ash-Sham from Al-Juhfah, the people of Najd from Qarn, and the people from Al-Yeman from Yalamalam.[1]
